The greatest thing that separates us from our counterparts in actual fields of science and engineering are the fact that they have metrics based upon naturally occurring phenomenon. We do not. There are efforts to discover metrics - particularly for OO - however it's only recently that they have started looking at what needs to be counted versus what we know how to count.
The paradigm does matter to an extent, but largely it's the application of the software that makes the difference. Cyclomatic complexity is useful in some instances, but doesn't speak towards maintainability or extensibility, which are becoming evermore important.
We are a long ways off -- structural engineering has arguably had 9000 years to come up with their metrics, and just about every other science piggy-backs upon those. Our discipline has a very, very short history, even if you count it back past Babbage to Pascal.
