Finalist: LEADTOOLS Imaging Pro Developer Toolkit

If you're a Windows developer looking for one of the most comprehensive image manipulation and processing tool suites on the planet, LEADTOOLS Imaging Pro Developer Toolkit from LEAD Technologies should be first on your list. With support for more than 200 display effects and more than 150 image formats, the LEADTOOLS Imaging Pro SDK allows you to do almost anything possible with image transformation software. Specialized SDKs are available for vertical siloes, such as image handling in documents, image recognition, medical imaging, multimedia, and so on. LEADTOOLS supports .NET, C/C++, Android (Java), HTML5, iOS, WinRT, and Web Services like REST, SOAP, and JSON formats — with demos and source code for each of these platform types. The APIs are easy to call and well documented, and the sheer number of imaging controls and processing functions is satisfyingly comprehensive. With the number of capabilities offered in this toolkit, I was hard pressed to discover any notable omissions from the product. This imaging toolkit is the real deal.
